I want to make some dog beds, but they have to be washable. What would you use to stuff them with?

I've read that people put scraps of fabric in them. Just chop them up.

Why, fabric scraps of course! I got the idea from my LQS. They collect scraps & make beds for the local animal shelter. Using their idea, I made a bed for my 2 cats to have in my sewing room. They love it & use it everytime I let them in there. And you can throw the whole thing in the wash with no worries. :)

I use the tiny scraps of fabric that are too small to be a crumb. I keep a pre-sewn pillow case by my cutting table to fill for the next dog bed.

I Tried to make dog beds with the scraps from trimming, but when I washed the bed for the first time, everything kinda clumped together and was hard. How do you keep them fluffy? I did put them in the dryer, but they never fluffed back up. I had quilted about 6" apart to make baffles so all the scraps wouldn't clump in one spot, but they clumped within each 6" square.

I use cut up foam and fabric scraps.

I have started using old bed pillows, you know the poly batting filled ones? You cut the batting up with scissors, or your rotary cutter and stuff a bag, sew the top closed and Viola'!
I found out that the stuffing , once cut up, doesn't stick back together again and remains soft & fluffy after one of my favorite pillows exploded in the washer at the Laundry mat. There was a snag in the tub & it ripped open the case... after I dug all the stuffing out & took it home I had to make a new case for it... Genius!!!!! I re-did all my pillows that turned lumpy after getting washed. They stay fluffy, wash after wash... Oh, and I used washed canvas painters tarp for the cover, it's a neutral color, can take a beating, softens up nice ... I used the tarps for slip covers on the couch also, dog slobber, grand kid snacks, it all washes out. And they're relatively inexpensive.

I personally would use old towels, sheets, etc..

The dog bed I bought had a removable , washable cover. The inside "mattress" was stuffed with shredded cedar bark. It smelled wonderful and kept the bed vermin free no matter if you used it outside in a dog house or inside on the carpet, etc. Because the cedar was shredded, it was soft. the dog never complained.

Our local shelters won't take pillows with scraps inside anymore. They take too long to dry in the dryer...just an FYI.
