My sister was given a 1950's Singer machine and we were able to identify all the attachments what were included except this one - can anyone help

Does it hold a button for making the right size buttonhole?

it may be a ruffling foot I have one also just almost like that

I believe what you have is the adjustable hemmer for the Class 99 & 99K machines.
