To be fair there are many states in America that get far worse winters than the week we have just had. The difficulty is that our houses, infrastructure and cars are just not designed for that weather so when it strikes the country grinds to a halt! I think we would call them accessories - certainly that's what shop signs etc say anyway. The english to English translations can be fun!
