Well--you asked. I like the fans on point best, but for the design to work you need to use only 5 fans, eliminating the block to the far right. If you decided to go with the second arrangement, it will look better if you add another row of 3 blocks.
Much of quilt design follows the same rule as flower arranging--uneven numbers of things making up the whole.

I'll speak in favor of number 2 with a modification.
Youcould position the fans back to back so they are open 180 degrees or just have the center ones back to back and the right side face right and the left side left.
Could you send a pic like that?
