I use quilter's fleece, it is stable, won't shrink and gives good body.

I put the insulated padding on it because I feel that if anyone puts something hot on them it will protect my table

I make a lot of table runners as well as placemats and love the Hobbs Fusible batting - firm but fairly flat and if you buy a queen-sized batt, you can get at least six runners from it. It feels a little stiff when first fused in place but softens as you quilt it, either by hand or by machine.

Me, too. It's a flat runner when you are done with it and it washes well, too.

I use Thermolam plus from Joann's. Is located with the interfacings and is 100% polyester. Has great body for placemats.

I've done it both ways - with and without batting. Another possibility is to use flannel instead of batting. The interfacing is a good idea, too, it would give you a little permanent stiffness.
