I order Shea Butter On line at Sheabutterhut.com they run a lot of specials. You can add it to your lotion or whipped it up and use it like is. My mothers feet crack and bleed sense she started using shea butter she doesn't have a problem with it any more

...I've ped-egged the crap outta them and still painful and cracky.

If you like something with more fragrance, I tried some of that Body Butter at Bath & Bodyworks. (Any of those type of stores carry 'body butter'.) It's very thick and creamy and doesn't take much. But it works like a charm and smells wonderful.
My feet are the same from our pool, me running around barefoot, and the drugs I take for the brain tumor. This body butter I've found lasts a long time and works very well. You can get it in multiple fragrances. I don't have to put socks on with this, and a good thing - I HATE having my feet covered with anything!
Hope something suggested helps. That's pretty miserable :(

I'm another one that has to use the Eucerin cream (recommended by my dermatologist). I have one for my hands (5% urea), one for my legs for the winter itchies, and one for my cracking feet (10% urea). I also have a specially mixed preparation with urea/cortisone for my back and upper arms as I have Keratosis Pilaris, which looks like a rash or acne, but isn't.
The urea in the Eucerin and other preparations causes the moisture to become locked into the skin, keeping it from drying out, and also is an exfoliant, causing the dead skin to shed and not build up. It's been a godsend for me, as my heels would be painful all year, and my hands would bleed from the dryness of winter...all winter. Nothing else I've tried over the years worked like this.

My husband has hand eczema and his hands crack and bleed for no reason. The dermatologist told him to limit water contact and any fragrance contact. I used unscented products, laundry detergents, hand cream, etc.
What works best for him is Curel, Continuous Comfort, Fragrance free. Uses it every time he washes his hands or showers, numerous time during the day, just because and before bed. He then, slathers his hands in Vasoline and wears inexpensive all cotton garden gloves.
In the morning, his hands are soft and cut free most of the time. Remember skin needs great care, continually, and if he doesn't keep at it, the cracks come right back. It's probably the daily contact you with have chlorine that is drying your feet so bad also daily heavy. Try to moisturize them as often as you can during the day, not just at night.
When his hands are really bad, he uses Hess Udder ointment, you can google it online. This product is back in production by the great granddaughter of the dr. who first put it on the market 100 years ago for Hess & Clark. I know it was in the cabinets of all my relatives growing up as all farmers used it and found out it was a great salve for all kinds of cuts and scrapes. Hope you can get your skin back to soft and crack free.

I agree with all the moisturizing tips BUT wonder why you don't wear some type of pool shoes (whether flip flops or the type that stays on but yet can get wet...ballerina style)?
Not only would shoes help with your roughness but I think it would help keep fungus from coming into contact with your feet...ewwwwwww.
