    We settled this in our household by not putting it on the holder. Yes it just sits on the counter or window sill. But no argueing.

    Over.

    If I find it under, I take it off and put it back the RIGHT way.

    But I don't say anything about it.

    I figure, finding it "under" is way preferable to what I usually find: an empty roll.
