If I have a question about whether I can post something or not, who do I ask? There doesn't seem to be any connection to the person in charge.

Either PatriceJ or Admin should be able to answer questions. Also, from the Main page, most sections have an information section, telling about how to use that part. At the bottom of the page, there are links to the privacy rules and terms of service, also.
