thank you all for your input know I know it is not just me . I am going in search of a anothe rset of instructions . I do not think it will be really hard to do . I would like to be as good at it as Olga ( on here). She has beautiful ones. once a gain thank you all & GBU

The strips have to cut three and half inches in length of the fabric, from cut the strips 3.5 inches wide of the fabric
???length of fabric? wide of fabric?? this doesn't sound like english was a first language and it was badly translated.
learn the method from any of half a dozen tutes here or elsewhere
and then use that design if you like it.
