    The reason - I have dogs that love to grab the end and run, leaving a trail all through the house, that is if they don't eat it (we call it filler food here) Not only is it under, the end is sort of hidden in the back of the roll

    Under over it dosn't make any difference. Our dog likes to pull it off , in short pieces, and chew it. Not just once but about 3 times right in front of me. Don't know if she eats it, she could. All I know she makes a mess.

    Once, the neighbors got tp'd, really tp'd. A tree that got it was next to the fence and when the dogs were out and the wind was blowing our way, they thought they were in heaven. It was raining toilet paper!

    Over now.... but when I was growing up we lived in an old house. The TP holder was up high (I have no idea why) and under worked better.

    I"m an over too, but "someone" would never take the time to put a new roll on the holder so I bought a big candle holder and put it on the vanity. No more arguments about where the thing belongs!
