I don't think bleach will ruin your fabric unless you leave it for too long.
Looks like you only need a few seconds....

How about pool noodles? You can split them halfway through and insert
them around your table and remove them when you need your table
for cutting or something else. And it's cheap. :)

You could also buy similar applicators on Amazon or maybe
the dollar store and fill it with Elmers Washable School glue.
